“Pimp” arrested after kidnapping complaint in Monroe

MONROE, La. – Ouachita Parish Sheriff’s Deputies have a Monroe man for promoting prostitution Wednesday after a kidnapping complaint.

According to the arrest report, deputies responded to a possible kidnapping on April 5, 2017 after receiving a complaint of a missing female.

The female was located in a room at the Motel 6 on MLK in Monroe while engaging in the act of prostitution.

Julius Woodard was in a vehicle parked outside of the room. It was later found in the investigation that Woodard was using the female to promote prostitution.

After an interview, Woodard admitted to soliciting the female for sex and was arrested.

The female admitted to the act of prostitution and said Woodard was her “pimp”. She said she gave him $120 for having sex with three other men in a prior incident.

Woodard admitted he had text messages saying he would be her pimp but thought it was a joke.


He is currently booked in the Ouachita Correctional Center without bond.
